As part of the initial design for the Estuary Bridge Duplication Project, noise abatement walls were specified along part of Mandurah Road between Leslie Street & Old Coast Road. Vegetation was cleared to prepare the foundations for a third lane, prepare for these walls and for required drainage channels. Contrary to online disinformation, residents were not consulted before clearing and had no say in the planned noise walls which were required to be installed by law to reduce traffic noise. We are devastated by the loss of our trees and vegetation but support the improvements in traffic flow the bridge duplication will bring. We are however, concerned about the affect an increase in traffic noise will have on our families health and hearing. We are advocating for the required walls to be extended and vegetation be replaced on all four approaches to the Mandurah Estuary Bridge from Leslie St lights to the lights at Old Coast Rd.

Where is Mandurah Estuary Bridge?
The three lane bridge connects Dawesville and Avocet Island to Mandurah, Kwinana Freeway and Perth. It’s a main transport route for commuters and forms part of a 6 lane road improvement planed for the next few years as traffic increases. Learn More…What is being built?

Mandurah Estuary Bridge is the southern bridge into the City of Mandurah. The bridge currently has 3 lanes - one west to East and two lanes east to west. It’s
the main access to Mandurah for commuters into Mandurah and Perth.
What is being built?
The current bridge is being duplicated on the south side. An additional 2 lanes on either side of the bridge are designed to take the forecast additional traffic to and
from the west of the city eventually creating a 6 lane road from Seascapes to the Kwinana Freeway and Perth.
What is going wrong?
COMMUNICATION! - from the very start, communication with the department responsible for the project (Main Roads) and the residents was very poor. Wide scale
clearing of trees and vegetation on both sides of the bridge was carried out without consultation with those most affected and an online misinformation campaign
mounted to blame residents for the destruction.
Drawings provided by Main Roads and the Contractor only showed the narrow ‘Project Scope’ but failed to highlight that work would be carried out outside this area.
In addition, the work outside the designated Project Scope would not receive any noise mitigation or privacy measures, leaving residents open to the increased noise
of traffic already at the legal limits of the governments own noise regulations.
Faced with no communication and no say in the process, residents created this website, an App, collected opinions and views from all the affected residents on both
sides of the bridge and started a campaign to fix the issues caused by Main Roads lack of consultation with local stakeholders.

Waterston Place - No noise mitigation is planned despite all the trees and shrubs between the road and the houses being cut down!
Faced with devastating clearing of their road verge, noise, dust and lights from cars and trucks now shining in their windows 24/7, Residents sought the advice of the
local Residents Association. Waterside Residents Association set up a committee to act as a single point of contact between Residents and the project stakeholders -
Main Roads, Georgiou Group, the State Transport Minister and the two local ministers: Lisa Munday and David Templeman.
Despite following the correct procedures, the WRA sub committee were unable to engage Main Roads in any meaningful discussions. As an example, as part of our
campaign to raise awareness of the difficult situation residents find themselves in with the current project design and lack of noise mitigation for their homes, WRA
gave a detailed presentation to the City of Mandurah on 16th April 24 at the council offices.
The meeting, attended by councillors, was scheduled to include representatives of Main Roads and Georgiou Group however members of this group were
instructed by Main Roads to remain in reception during our talk & not to attend or discuss the matter with us.
Please draw your own conclusions on the communication strategy with residents currently being employed on this project.

The WRA Bridge Sub-Committee were asked by the Transport Ministers Office to give every affected resident (those facing Mandurah Road with no noise wall
currently included in the plan) a vote on adding extensions to the planned wall. We visited as many affected residents as we could contact in person and called or
emailed those who were not available to discuss with them the consequences of their vote and the options they had, we also showed everyone the drawings Main
Roads and Georgiou have provided so far. Note: We excluded unbuilt blocks and AirBnB (where owners were not contactable)
The Results were as follows:
Waterside Drive of 28 homes, we collected 24 votes (86%) 24 Yes / 0 No (100%)
Waterlily Drive of 28 homes, we collected 22 votes (88%) 21 Yes / 1 No (95%)
Waterston/Arkley of 15 homes we collected 13 votes (87%) 13 Yes / 0 No (100%)
The results have been sent to the Ministers Office along with drawings and details of the noise wall extensions and changes the residents are asking for. The next
stage is for the Minister to decide if our request can go forward for funding approval. The process is outlined below:

We put together a presentation that explains the issues and suggests a number of solutions depending on the available budget. We want Residents to feel valued, consulted and listened to not treated as a distraction or a nuisance. Please support us in our quest to be treated fairly as Residents in Mandurah
As you can see from the diagram above, work is being carried out outside the area designated as the Project Scope. The official maps and drawings used for the
public information events (shown in white) fail to show the full extent of the actual work being done. We have created the above map to highlight this discrepancy.
There is also some confusion over the 6 lanes planned for this area. During the public events this aspect of the project is downplayed and pushed into some future
date however work being carried out now is based on the 6 lane plan shown in the Bridge to Bridge Strategic Report and the actual date these lanes will be needed
depends on the traffic numbers which are increasing rapidly.
Where is all the traffic going to come from for six lanes?
This is a question we have been asked by residents a number of times. If you have travelled south over the bridge and down through Dawesville and Bouvard
towards Lake Clifton, the answer is very clear. In 2021 the Mayor said in an interview: “Dawesville has experienced significant growth over the last 15 years, leading to
increased demand for social infrastructure, community facilities and services – in fact, it’s projected that the current population will double to 15,000 by 2036,”
3 years later, latest figures show that the population of this area is now expected to grow even more with a 40% increase in traffic volumes from this area.
The only way for people living in these areas to reach Mandurah and Perth is via the Mandurah Estuary Bridge.
You can view a map of these new developments on the WA Government website : Local Planning Information for City of Mandurah which shows the areas yet to be
built and their zoning. The majority of the work has already begun but more extensive house building is planned for Bouvard.
